IOR SERVICE: THE KEY TO SIMPLER TRANSCEIVER EQUIPMENT IMPORTS

Importing transceiver equipment into Vietnam can present challenges, especially when it comes to securing the necessary certifications. VNBG’s IOR service aims to streamline this process. We will delve into the significance of ICT Type Approval Certificates, the self-assessment declaration of conformity scheme, and how VNBG’s IOR service can be a valuable asset.

UNDERSTANDING ICT-TYPE APPROVAL CERTIFICATES

Before importing transceiver equipment into Vietnam, manufacturers or importers must obtain a certification for quality management systems. The ICT Type Approval Certificate is a mandatory requirement for selling wireless and ICT products in Vietnam. The Vietnam Telecommunications Authority (VNTA) will issue the certificate. Attesting that the products meet all the necessary standards and technical regulations.

There are two available certification systems – System 5 and System 7. System 5 provides a 3-year validity type approval certificate with a factory audit. While System 7 grants a per-lot type approval certificate. Moreover, to secure the ICT Type Approval Certificate, applicants must submit a comprehensive dossier. Including a product specifications sheet, test reports, an application form, and a business license or investment license.

VNTA also offers a self-assessment Declaration of Conformity scheme. After obtaining the Type Approval, importers/applicants need to initiate the Declaration of Conformity process. For imported wireless and ICT products, importers need to apply for “Product Quality Inspection Registration” (PQIR) during importation for customs clearance. For domestically manufactured products, the applicant must submit a Declaration of Conformity application to VNTA.

THE SELF-ASSESSMENT AND DECLARATION OF CONFORMITY SCHEME

Now that we understand the importance of the ICT Type Approval Certificate and the certification systems in place, let’s delve further into the self-assessment and Declaration of Conformity scheme.

For imported wireless and ICT products, importers must apply for a Product Quality Inspection Registration (PQIR) during importation for customs clearance. This requires the preparation of a PQIR application dossier, including an Airway Bill, Commercial Invoice, Type Approval certificate, and an EMC/Safety report (if the Type Approval certificate hasn’t listed all applicable standards or products in the appendix). Once the dossier is prepared, it can be submitted to the Vietnam Telecommunications Authority (VNTA) for review.

For domestically manufactured products, the applicant is required to submit a Declaration of Conformity application to VNTA. Upon reviewing the application documents, VNTA will release a letter of Acceptance of the Declaration of Conformity within 07 working days.

It is essential to emphasize that the self-assessment and Declaration of Conformity schemes play a vital role in ensuring that products comply with Vietnamese legal requirements. Both importers and manufacturers must confirm that their products meet the stipulated standards and specifications set forth by the Vietnamese government.
